Coincidence, or no? You tell me.

On consecutive weeks, the following headlines appeared on the top half of the Belle Plaine Herald:

"Preparing for the worst: Chris Weldon is Scott County's new emergency management director"

And then, "Wal-Mart considering Belle Plaine for future SuperCenter."

It's unclear whether the "worst" relates to Wal-Mart or if the county has a plan for this potential emergency -- a department store that affects all of the local businesses between its potential location and the next Wal-Mart, which is in Shakopee.
