Dannica Erickson recently moved from Edina to a property along Second Street West in Jordan.
She brought three dogs with her, but city code allows only two per residence.
On Oct. 15, the city council voted 5-1 to issue a kennel permit, only with the understanding that the dogs be documented by photograph and when one animal dies it can't be replaced. Sally Schultz was absent from the vote, and Mayor Ron Jabs voted no.
"I've always expressed a consistent concern with having more than two dogs," Jabs said. "We've had this discussion many times."
Councilmember Jeremy Goebel argued that the dogs are small.
Erickson has two German short-hair pointers and a miniature Daschund.
"We're trying to hold the line on two," Councilmember Mike Shaw said.
